WORKSHOP ON INTERNATIONAL ENVIRONMENTAL AGREEMENTS

The Workshop proposes to link state-of-the-art academic research on international environmental agreements to recent policy developments. Although all topics related to international environmental agreements are welcome, recent events in climate policy have revitalized the interest in modeling these agreements.

Climate change is widely recognized as one of the main problems faced by humankind. Virtually all countries of the world signed the Paris Agreement in 2015 and the threshold allowing it to enter into force was rapidly achieved. However, two recent events have introduced significant uncertainty. On the one hand, the announcement made by Donald Trump that the US will abandon the Paris Agreement. Formally, the US can only leave the Agreement in 2020, but the announcement has already affected the negotiation dynamics. On the other hand, the perceived need to increase climate ambition given recent extreme weather events. The Agreement’s goal is to keep the global temperature rise below 2 degrees Celsius and as close as possible to 1.5 degrees. Nevertheless, immediate action is urgent because recorded pledges and efforts so far have the world on track towards a 3 degree rise, or higher.

Theoretical and empirical contributions are welcome, including, but not limited to, coalition formation, dynamic models and games, bargaining models, general equilibrium models, behavioral economics and experimental economics. A non-exhaustive list of relevant topics would include: the impact of the negotiation process on the success of environmental agreements; the role of non-binding agreements such as the Paris Agreement; the role of institutions in shaping agreements; the role of research and development; the impact of adaptation and geoengineering; the impact of alternative policy instruments on the success of agreements; and the role of risk, uncertainty and learning in developing and implementing agreements.
